How?
How am I suppose to love a man that has been in love with ME for nearly 15 years, but during those 15 years has gotten him a WIFE and Kids?
A wife that he still takes care of (despite them not being together).

I think we should start with him getting a divorce. I wouldn't suggest anyone to open their heart to someone that is legally bound to another person... with those papers comes attachment and other chaotic things you could live without. Him loving you for 15 years is irrelevant at the moment. Tell him to sign those papers, then we could get somewhere.
